Phantom laughed as he jumped a far distance away from his opponent, not landing on the ground but instead in the air. He saw his opponent hit where he was then started. "You know we are on a roof right? Eventually your wild dog tactics will break the roof, and I don't think you can fly like me."
Phantom then charged his hands with more electricity and shot it out in a scatter shot of black electric balls. Only a few would hit his opponent, but it was almost a guaranteed hit, and the attacks that would miss would hit the roof and damage it thoroughly.

He was surprised that the reploid seemed to react quick enough, for his original intent was the strengthen the impact upon contact to send him straight through the roof with him. But the moment they came into contact, he had already disappeared. That at least prevented him from smashing through it alone and the effort being in vain. He had to admit...it was annoying to deal with a moving target. But all he needed was one hit with his melee...if he could land just one, he could turn the tables.
He wasn't given enough time to think his next move though, as those lightning spheres of that roid were scattering towards him. Many of them nearly hit him as he tried to maneuver as best as his body could. But being a rather durable and power-type of a combat roid, he had to make use of that hardened body of his, taking the hits from several of the shots as he turned his back, that being the toughest and most resistant part of his body. Truthfully, that made his previous injury hurt even worse, but he managed to shake off the pain for the sake of the battle as he turned back around. He noticed the roof was sustaining some mad damage as well.
"...and the idiot was talking about me destroying this roof." He realized that the impact of the lightning spheres actually gave him a little smoke covering him, actually going to use it to his advantage as his opponent likely didn't have any X-ray properties. "Time to bring out the big guns!"
His left arm shifted and transformed into a large arm cannon that was quite different from the standard ones. It's power output represented pure, raw electrical power, lacking the ability to charge since there was no need. He pointed it upwards towards the opponent where he last saw him, the smoke from the spheres providing the perfect cover for a surprise as he aimed and fired immediately as the blast pierced through the smoke and dust at high-speed towards the airborne fighter.

Phantom was surprised at the counter attack and barely moved out of the way in time, except for the fact that the blast had hit his cape, breaking Phantom's stability in the air. Instead of allowing himself to crash and burn though, he used his transporter to transport back to the ground. Phantom readied his scythe when he got to the ground.
Phantom got ready to start his attack. He quickly activated his transporter again to appear behind his target. Phantom conducted electricity through his scythe, even changing the blade to look black for the moment that he conducted the electricity. He then slashed at his opponent's back with the power boosted weapon.

The smoke cleared and he gazed at his opponent, frowning a bit. "Huh...I missed." There had to be a better way at hitting this guy. That teleporting was the main issue...and it didn't seem like it had a cooldown of any sort, so it had to have some sort of flaw that he's just missing at the moment. However, he heard that the bounty hunter managed to sneak behind him and tried to react as quickly as he could. Since his body limits his movement speed, he barely dodged the scythe, but it managed to cut him on shoulder as he dropped to the ground.
But since his opponent was in close quarters, there was no need to find out if his teleportation had some sort of opening for now. Close ranged fighting was his specialty after all instead of long. As he caught his balance while crouched down, he swung his leg in a swift leg sweeping motion at an attempt to knock his opponent of his feet while he was still open after his previous attack.

Phantom was surprised the brute could dodge his attack especially because it was so quick. Then his opponent countered with a sweep. How simple. Phantom jumped in the air towards his opponent and saw the sweep go underneath him. Phantom's jump had put him above his opponent. Now was time for his counter.
"You tried to sweep me off my feet, cute," Phantom smiled as he took his leg and stomped it downward on his opponent's head. To add to Phantom's power, he had his arms to the sky and shot electricity out of his hands to propel him downward like a rocket engine.

Well, there was no dodging this one. The thief simply lacked the reaction speed to dodge or counter something like his opponent's incoming attack. But he realized at the last second that the bounty hunter added quite the amount of force with his dropping velocity and had one last idea in mind. He'd have to take the hit though.
He crossed his arms and held them over his head, his opponent crashing right on him, then as it seemed like his arms were about to give out and feeling them electrify with the slight damage dealt to them, he stomped the roof as hard as he could, creating a large hole in combination with the amount of strength Phantom placed in his attack, as the moment they collided, a wide-spread shockwave went in all directions before that section of the roof crumbled. As he slipped through the roof, he placed a grin on his face as he waved his arm at his opponent while descending. He could take the impact and damage of falling through the roof due to his hardened body, but he was willing to gamble that his opponent couldn't react in time with some heavy chunks of debris crashing down on them both immediately.

Well this was not a good turn of events, they were going straight through the roof. This could mean the end for the skinny reploid. His enemy looked sturdy enough to take the fall, but Phantom's flying mechanism broke and he did not have nearly as much armor as his opponent. Phantom had to think of something quick, then he got it. He knew how to slow down his fall.
As Phantom began to fall, he quickly shot electricity out of his hands much like how a rocket worked before. But in this case, Phantom used it to slow down his fall as he went down. He slowly lightened his electricity up until he made it onto solid ground. He smiled and said to his enemy, "Nice trick."
Phantom then focused a ball of electricity out of his right hand, he threw it upward then kicked it, sending it straight as his opponent like a super fast soccer ball. He was not going to let up his attack on his opponent. If he took a break then his enjoyment would start to fall.

Well, he certainly had some tricks of his own, being able to slow his fall in such a manner. By the time he escaped from the rubble after the fall, it was a little difficult to move around, but he's suffered worse. But then the bounty hunter was already on the move with a fast ball-like attack. At least seeing it coming unlike all of his other surprises, he could at least get a head start in evading it since he wasn't all that fast with all his bulky parts. However, the debris being piled up could work in his favor, as he sent a strong surge of electricity through his fist and punched the debris like he did earlier to ascend atop the roof. He managed to dodge the ball of lightning and was willing to take another gamble, as he had to admit that he was almost at his limit here...
The moment he was above Phantom, he channeled everything he had into both arms as streams of lightning coated them like sparkling bolts, then applying all his weight to his fall as he intended to drop down on the bounty hunter with a smash from his arms. Since they were on ground level of the now-ravaged building's interior, he had no reason to hold back the full extent of his crushing force. He began to drop down much more rapidly, really intending on killing his opponent here and now with all he had left to bring to the table.
"You're mine!!" He laughed maniacally.
