Abel City. Nothing new about it.
The massive city appeared as busy as always, but at least it saw no crowded areas. But the city's finally starting to look like it's old self before the war nearly tore it apart. It was a warming feeling to see humans and Reploids walking in the streets with a peace of mind again. The city was quite a ghost town day and night during the rebuilding stages. Either way, it's just good to know that some progress is made.
With no job to do today, Magnus was able to walk through the city casually and not in the shadows for a change. He had recently came back from the small home he managed to construct on his own residing on the outskirts of the city and he realized that Ignius needed some new parts and other necessities for he and the canine. His companion walked beside him loyally as always with them both trailing down the sidewalks to find the nearest part shop first. With so many of them all over the place, it didn't matter which one you came out to find first, as they all sell...just about all the same parts, unless the ones you're looking for were fresh out. But the shinobi was quite pleased that he still had zenny leftover to go shopping for this stuff. Usually he's broke.
Before hitting the corner, he could see some sort of disturbance going on from the other block. Lots of Reploid police and what appeared to be a hunter or two were in the area. It looked like an investigation of such, as the building they all were standing in front of was halfway covered in smoke and some debris were on the ground.
"No need to butt in there..." While he was curious, he wasn't a Maverick Hunter anymore...so he had no business getting involved while the real authorities were on the scene and handling the situation. After all, he was just a mercenary. The only time he'd get involved in stuff like that is if he's hired by the hunters themselves. Since he still can gain the opportunities to enter and see if any additional help is needed, he does a job or two for him if he's reaaaally poor. But at least he still manages to get the fulfillment of helping people that he always enjoy doing. That's all the mattered in the end.

It was funny, how much a machine could look like a man. A synthetic skin graft, bionic eye, titanium-X skeletal structure. All the damage done to his body had been 'repaired', and to his wish a lot of what could have been done was skimped on, allowing him to keep his mostly human appearance. Of course there were still tell tale signs. He was stronger and faster then a normal human, even without his armor (the faster thing actually got worse once he became Breaker) but his favorite modification had to be the eye. When he wanted to feel human, he could set it to visible light only, but with a simple thought, he could turn it to some truly handy little applications. Right now, he was photographing the crime scene, but he wasn't looking for what the Police were looking for. Police looked at the obvious things, it was the Hunters that looked deeper into the isolated events, to find the threads that interwove them. He'd focus his eye in on a piece of odd scrap metal, or a chip or two, maybe even a hydraulic smear on the ground. Anything like this could be handy in trend analysis.
Even better, he came in his civilian getup, so he didn't even look like a Hunter. He made sure to stay away from most of them, acting like a regular spectator...or perhaps a scavenger here to collect scraps and other things of value. He made sure to carry his Hunter Crest on him regardless, just in case things got dicey. HUD indicated that Breaker was still ready to come in at a moments notice, which was good. This far from the investigating Hunters would be where someone would try something. Maybe try to pick up a piece of evidence, or maybe just acting suspiciously.
Like that cyborg standing there. He looked just out for errands with his dog, but a quick scan revealed that he was packing more weaponry then a passer by. Still, in this day and age it wasn't illegal to arm yourselves, hell it was probably prudent. The scan wasn't anywhere near advanced enough to identify what he had, but it had picked up something on him. It was possible the 'borg could tell he was being scanned, but Kell didn't dwell on it long, instead opting to move on to the next piece of this puzzle.

As he was going to finally hit the corner, the shinobi caught a glimpse of more Reploids coming to the scene. This caused his curiosity to escalate a bit. Remembering Ignius has a sound wave tracker installed in his system, he knelt beside his companion while easing his hand atop the canine's head as he asked him to see if he could make out what any of the police or hunters are saying. It seemed serious if more investigators were swooping on in. Not like he was going to do anything after possibly finding out what's going on, but if it was something serious, then that was what he was around for. Hunter or no, if danger rises, he had his clever ways of helping and slipping back into the darkness.
After Ignius was ready, he pulled his head closer to attend his listening...
"Damn it...this is the third facility today."
"...This is terrible. At this rate, we won't find out who or what entered the facility and secretly lodged that time bomb in there with the little clues available."
"All we know is that the perpetrator can't be too far. Examining and studying the timer itself carefully, it detonated after being set to thirty seconds...and this explosion happened mere minutes ago. Abel's huge...you can't escape this city in such a short period."
That was about all Ignius could pick up. But the conversation from whomever the two were speaking was all he needed to know. But while they are having their conclusions there and still trying to investigate, their perpetrator's going to get away before they know it. However, he was surprised that he didn't hear this explosion minutes ago. The slightly crowded area he was in earlier must have caused him to not notice, though it was strange as to why some people were quite surprised at something unknown when it apparently occurred. Nonetheless, some sort of action from someone has to be taken, otherwise this little terrorist is going to blow up another building right under their noses. He's dealt with bombers before...and they try to hide out of plain sight while trying to escape...and with sneaking in the shadows is a specialty of his own, he could possibly find this crook.
...But before he could move, he had a strange premonition...and it was coming from behind. Looking over his shoulder slightly, he could plainly spot from what appeared to be a human staring right in his general direction. Making any hasty moves while trying to catch this apparent bomber might arise some suspicion from this man most likely staring at him...or perhaps he already suspects him. Whoever he was and whatever his intentions possibly are, Magnus had to be careful not to do anything stupid to make him look more suspicious than he already is.
"...Let's move out, boy." The ninja 'borg calmly directed to his partner as he began to finally turn the corner.
...But he had a plan that could be quite risky and contradicts what he was trying to do earlier. Perhaps that human staring at him may possibly have some connection to that explosion. Wouldn't be surprised if he WAS the bomber. The criminal always returns to the scene of the crime. If the man's truly keeping an eye on him, he'll follow him once he and Ignius move out. He had to bait him in though. As such, he gazed over to the man's general direction, giving him a stare before briskly turning away and completely disappearing behind the building that covers the corner. After being freed from the man's sight entirely, he preformed a small sprint and commanded Ignius to take another route through a nearby alley. That way, the man could see both and could case after either one of them. He trusted his partner fully if the man of mystery went after him. If he chased if him, he'd increase his speed and find another alley to ascend to the rooftops. That's IF the man even moved. If he didn't, that'd also work in his favor.

It was unlikely that Ipsen had the kind of tech at his disposal that the others on the scene did. He'd only heard about these explosions by word of mouth or news report throughout the day, but since the first happened earlier in the day he'd been on high alert. The second had eluded his grasp due to bad timing on his part and a bit of indecisiveness when it came to whether or not he wanted to don his armor or not. Eventually he settled on doing just that. And he was standing at a distance from the most recent bomb site watching those who entered and left the area carefully from a nearby rooftop.
He had to admit that this wasn't the wisest course of action since he'd probably draw unpleasant and unwanted attention to himself by doing so, but he wanted to get a good view of everything without being too close. He cursed himself under his breath for not saving more of his money to spend on a few helpful toys as opposed to going all in on his armor. But his mind quickly hearkened back to the idea that it was better to be able to survive a potential attack than to know exactly when and where it would come without the ability to stand up to it.
And as much as he 'liked' the mission of both the Maverick Hunters and the Police Force, he knew they wouldn't enjoy him stepping in and stealing their thunder especially without the proper 'authorization'. The HUD on his armor alerted him to his increasing heart rate. Anxiousness? He thought with a small smirk behind his helmet. It's not just me, though. I can see it in their body language. The tension down there must be mind blowing compared to how I feel right now. Three sites in one day...and still no leads as to who or why...
Just then his stomach grumbled rather loudly and he sighed, his head drooping low for a moment from annoyance at himself. Not now! The thirst for justice must be sated before hunger. Now stop distracting me and let me work! His eyes slowly moved back up to the investigation scene. This was the only point of interest he'd seen all day, really. The other two sites had been 'cleaned up' before he could even get close. He'd seen the explosion of this place from a few of blocks away. Without that fact he'd probably have missed out on it as well. His hunger wasn't the only nagging thought in the back of his mind now. His lack of efficiency thanks to no scanners or scouting tech had been made painfully obvious by this first real outing.

Kell wasn't paying the 'borg too much attention, when he up and left rather quickly. Something about it didn't sit well with the Hunter, and he debated following the man and his dog.
Then he remembered that he'd gotten a shot of him, and figured cross checking it for a match might be wise. Uplinking to the Hunter database via the mechanical augments present in his body wasn't too difficult, and in mere moments it was scanning the picture through the database. It wasn't a full database, but maybe it would turn something up. And sure enough it did. Former Hunter, left under peaceful terms, worked with the Hunters since then in freelance jobs. It seemed like he was clean, and more to the point the file listen him as a physical blade specialist. Using a bomb seemed outside of his M.O. Still...better to report it in then risk ignoring something that was important.
He spoke into his tranciever, eying the path he'd just gone down. "We've got a former Hunter in the area that goes by the name Magnus. Don't think he's related to the incident, but he was acting suspiciously by the crime scene."
He only needed to wait a moment more to receive his answer. "Follow, but do not engage, under any circumstances. If possible, question him on any knowledge of the scene. Exercise caution, the file lists him as a Class C Hunter before he left."
And the com went silent. Great. Kell wasn't expecting a fight, but he knew to be prepared, just in case. This form wasn't the best at taking a shot, but if things did get ugly, maybe they would mistake him for a human, or a civilian 'borg, and let their guard down. He turned and saw the man and his dog dash down two different alleys...hah! They taught this in Hunter training, diversionary tactics and how to recognize a trap. Chase the 'roid, and the support would bite you in the ass. Chase the support and the 'roid gets away. So instead, he had to follow them as if he wasn't. Once both were clear of the alley, he leaned against one of the buildings side door, and pushed his weight into it, feeling the weak lock snap. These buildings had already been evacuated due to the explosion, and most of the power was currently offline. Thankfully, that meant no alarms or people to deal with as he upped his scanners frequency. It wouldn't give as precise data, but it would have more penetrating power. He could make out some kind of a 'roid through the walls. It seemed like his target, but there was no way to really be sure. Whatever it was, it wasn't moving terribly fast, perhaps he was waiting to see if he was being followed?
Discretion would be the wiser choice in this case. He didn't have to capture him, he needed to tail him.

Hah! This guy was no chump. He knew what he doing here, which only made things more interesting. If this guy was clever enough to see through the basic diversionary tactic, then there was no doubt that he'd come after him. Chasing Ignius would get him nowhere. But he wondered how fast this guy was? The ninja 'borg had a really odd feeling this man wasn't no ordinary human just by taking another glance at him before entering the alley. Cyborgs who aren't fully augmented like he is can hide their enhanced parts extremely well with clothing. But only one way to find out was to give a kick start to this little potential chase, having his compacted ninja mask and helmet in his neck area emerge, covering all but his eyes. Time to put those shinobi skills to use! Music!Nearly doubling his running speed now, he blazed through the very long and narrow alleyway with great velocity until he halted his motion at the dead end. He then braced himself as he leaped high until his foot met the first side of the wall, then he wall kicked his way upwards in rapid succession back and forth off both walls parallel to each other before arriving atop of the roof of the rightmost building. Now, to see if the man was going to attempt to come into the alley. If he presents signs of wanting a fight, he can easily access his shurikens. Otherwise, nothing to do but just simply wait for him. As such, he looked downward into the alley with both arms crossed, but still keeping his senses and reflexes on full alert. While waiting, he does realize that this man could possibly not be the bomber and the real perpetrator could be getting far away right now. But a suspect's a suspect, so he has to manage with wasting a little time with the potential one that already near. He took the tip of his finger and tapped a button on the little transmitter on his ear, giving Ignius the silent signal to stay within the general perimeter through the duration of this. After crossing his arms again, he once again braced himself for anything.

And there he went. The guy was moving so fast Kell was having trouble keeping up visually. Lovely, that would be a joy and a pleasure to tail. Anyway, the guy wouldn't have taken off if he didn't know he was being followed, so now this was going to get interesting.
He could just step out and declare himself, end all of this posturing and time wasting...
But where was the fun in that? This was training for him, in something he wasn't very good at. So now was the time to work on it. He looked around the building he was in, noting it looked familiar. Ah! This layout, it was a classic design! He'd had to have worked on hundred of buildings of this style before...which meant.
He found the stairs easily, keeping his scanner locked on Magnus. He hadn't moved yet, so that would do him good. Buildings like this usually existed in groups, which meant the next one over should be the same design. And, if his memory was right, there was one particular spot where crossing over would be possible. Third floor, sixth frame, there should be a way from there...
As he reached the point, he half smiled to see that there was indeed a straight shot from here across the alley, to a window on the other side. The problem, however, was that the window on the other side was closed. To try and smash through it, for one, would be loud. And for another it was the kind of unnecessary collateral damage he would get in trouble for. Nah, no sense in risking it. On the other hand though, there was another option. He imagined his mark was watching the alley, so he might be able to sneak onto the roof from here. He wouldn't be able to maintain eye contact with him, but at least he would be close enough should he start to run again...maybe.
Kell's movement to the roof was pretty silent for someone who focused on a very un subtle career and fighting style. With the help of his scanner, he tried to avoid detection as he slipped on to the roof and hid behind a cooling unit. With any luck, Magnus hadn't noticed him yet, but he had no way of knowing at all. No updates to the Hunter feed either, which meant he wasn't missing anything important.

When the two were dashing and chasing about in the streets, they had been mostly hidden when their chase ventured down a side street from the investigation site. With his attention fervently fixated on the rubble of the building and the numerous people working through the mess to clean it up. And so even when a certain cyborg ninja leaped onto the roof a few buildings away the human clad in his light power armor was unshaken by his presence. In fact he didn't even notice the chase that was happening. I'm gonna be kicking myself later for not going down and trying to find a few clues personally, but then if a civilian jumped into a crime scene clad in armor and looking ready to fight, the authorities probably wouldn't receive that signal too well and take it as an act of aggression or maybe even a threat to the stability of the crime scene. Tampering with evidence isn't taken too lightly I hear.
As his mind continued to work through the pros and cons of his current dilemma, the time for action and the potential window for his decision to even make a difference were swiftly closing. Evidence was already being collected, rubble was being cleaned up and the building was being zoned off for civilian safety to keep people from venturing inside and potentially being crushed. And visiting a crime scene after it was left and 'roped off' was definitely a felony. At least he could try to reason with them if he went in now, but that risked revealing his identity. "Tch..." he scoffed and closed his eyes for a moment, sighing heavily and really hating how things were turning out.

And then it was silent. It was obvious that the clever man was smart enough not to enter the alleyway. Unless he really is a cyborg, it would be impossible for a human to use the walls alone with no kind of equipment to get up here swiftly enough. The guy probably had a notion that Magnus may try to attack him and given how he has a whole arsenal of ninja projectiles at his disposal, trying to climb up these walls would be a terrible and suicidal idea. Which means this guy has must have both combat and strategic experience. Though the question for him still remains...why does this guy have his sights on him? Well...despite provoking him to give chase that is. Other than being suspected, it seemed like the guy had an eye on him the moment he entered the scene. But it could be just groundless worries. No need to ponder on it. Enough time had been wasted as is.
So know Magnus slowly paced near the edge of the building, looking out for the man...but he was nowhere in sight. He must be in one of the buildings and may try to sneak up on him. Magnus had no idea where he could appear without some sort of idea which building he entered...but he could narrow it down to just looking forward on the roof of the adjacent building and keeping his senses on full-alert behind him. It was then as he was beginning to walk back to his original standing spot that he heard a noise within his general area. Shifting his head back and forth only a couple of times, he merely shrugged his shoulders after a few more seconds passed. He couldn't deny that sound though, so he now turned to the opposite edge of the building and just stood there with his back purposely turned.
Wherever his pursuer was going to turn up, he had an idea formulating within his mind, hence his back being turned. If only his ninja mask wasn't covering his mouth and nose, one could spot the slight smile that pierced his lips. While he had to focus, this was actually becoming quite fun. Usually, he just engages an opponent and strike them down as needed. But here, he had no idea if this man meant any harm and the given the tactics he's using to get to him, this little chase could go anywhere if he's outwitted. Whether it'll conclude in a battle or something else entirely. Of course, he sure didn't keep an eye on Ignius...could be possible he was chased chased down instead. But the canine companion could have sent a distress signal if he was caught or chased.
Once again crossing his arms, he stared off into space to further fake like he let his guard down. He couldn't help but catch the sight of someone else at the peak of another building far away. Why was he even up here? But then it was quite suspicious that he wasn't too far from the bombed site...another person possibly responsible? Actually, he looked more suspicious than the guy already chasing him. The shinobi could leap over and question the person over there, assuming he doesn't try to make a break for it...but then he'd really let his guard down. So for now, he ignored him and proceeded to awaiting his pursuer.

Ipsen opened his eyes again to see his HUD had picked up movement on one of the nearby rooftops. His eyes followed the highlighted reticle across his HUD until it stopped on the location of the man that was currently looking at him. Curious, why would someone else be on the rooftops? His own actions would be classified as suspicious, so it only made sense to be suspicious of someone else on the roofs with him, right? Even with that in mind something seemed off, but he'd already been spotted so there was no reason to stay still now. Either this guy had spotted him from below and came up to confront him, or he was running from the scene and realized he'd been spotted as well.
Without a second thought Ipsen took two sprinting steps forward and jumped from the edge of the building he was on over an alleyway towards the next rooftop in the direction of Magnus. When he landed he didn't stop running. He reached the other side of that roof quickly and prepared to vault himself to the next rooftop, getting another step closer to the cyborg. His movements were all augmented by the reactive layer of his armor, giving him abnormal speed, strength, and agility for a human. If not for biorhythm scanners the power armor of this day and age would make it almost impossible to distinguish armored humans from reploids, full conversion borgs, and bio-roids.
He didn't say anything yet. If the other fellow started to flee then he would give chase. If not, then he'd slow to a stop once he made it to the same roof space as his uninvited 'guest'.

The guy from the other rooftop was coming straight at him. Well, either he was a bold runaway bomber or he was just yet another person being at the wrong place at the wrong time. That's not saying he's free from what he pulled either. The ninja was up here without any true reason himself other than playing around with the current unknown pursuer that still neglected to show himself. It was getting too long and he's now just a sitting duck. The man probably had enough time to set up a trap and everything. So really, there was no point staying up here for any longer. If anything, Magnus wouldn't be surprised if he had a long-ranged weapon pointed at him from a hidden location right now. As such, the original plan he formulated earlier had to be revoked and now he was forced to get a move on and search for the real bomber.
...But that guy was still coming straight at him. Once again, he probably suspected the ninja 'borg as well...maybe trying to see if he can find something out? Well, only one way to find out. Making up his mind, he leaped high and forward to the next building with relative ease, aiming to encounter this person coming forth...whether it be just a pass by or a conversation...or a fight. Either way, he's wasted too much time waiting on the other person. Leaping to the next rooftop, he slackened his pace and maintained a walk, as he was already a building away from the approaching person, who also didn't seem to appear converted. Though that can be hidden of course.
Now he halted completely, waiting for the man to arrive on the same building as he. Unlike his previous attempt with the other man, he was at least willing to confront this person head-on instead of needlessly dragging out a potential suspect in such a previous manner. Though it was only a matter of time before his little friend would show his face again. However, no need to focus on him for now. He stood idly by, keeping his arms down this time, but still having a fixed and direct vision on the approaching man. If he presented any kind of hostility, Magnus had a kunai knife securely fastened and hidden underneath both sleeves of his long jet black trench coat. They would provide a much quicker response in retaliation of a possible attack. Could also throw one if his previous chaser appeared and tried to attack as well.

Ipsen's approach stopped several feet from the other man, just a few feet from the edge of the roof they both stood upon. He let his arms dangle relaxed at his side and shifted his weight mostly to his left foot. "Strange seeing someone else up here. Come to get a bird's eye view of the bomb site?" His tone was curious and a bit annoyed, but not really malicious. He had no reason to outright suspect anything of the man in the long black coat at the moment. Despite how suspicious the situation was, the same could be said about Ipsen himself. Seeing as Ipsen wasn't at fault here, he had to be fair and assume that this man wasn't either.
"I was just scoping things out and trying to find a bit of information myself. The Hunters and local police have been coming up empty as far as I know. If they do have anything then it's not concrete evidence. The news has been all over these attacks today, but they're trying to keep it hush-hush," he pointed at the investigators on the streets below as he said 'they're'. "I was in the neighborhood when this particular blast happened and I figured I'd scope things out. Maybe I could see something they missed? Or just get lucky and bump into the one responsible... He trailed off after that, almost as if he were mock accusing the man in front of him. If he got nervous or defensive about his position, or if he outright attacked that would be reason enough for Ipsen to try and take him down.

Breaker was instantly aware when his target started moving away from him, but the reason was lost on him. He peeked his head out from his hiding spot as Magnus jumped, surveying the area. There was something else on the roof...something with no real mechanical signals. Whatever this thing was, it was human under it's shell. Much like him, he supposed. He moved quickly, leaping over to the roof that Magnus had just left while the former hunter was still in transit. He spied the two of them close in on each other, and he could tell that the new arrival had started talking. A quick scan of the new person brought up nothing, a true unknown in this situation...and he was armed...and he appeared unaffiliated.
That was enough of a reason to be suspicious, but just in case Kell focused his auditory systems towards them, to try and find out a little more.
"Or just get lucky and bump into the one responsible..." Well, they were discussing the bombing, and that was more then enough of a reason for Kell to get involved. He didn't waste any more time, taking a running leap with no regard for stealth, the put him on the same roof as the two of them. He didn't don his armor yet, instead prefering to keep that card for if they got violent. When people thought they had the advantage, they made mistakes.
"Pretty crowded up on the roof today..." He said, focusing more on Ipsen then on Magnus. He had a good feeling that Magnus wasn't an enemy, but he couldn't be sure of the other. At this range, Biorhythms were reading him as full human. But still, humans could be capable of some depraved things. He made no other claims, watching the reactions of them involved. If he was brazen enough to encounter one person, he might not be foolish enough to stick around threatening two.

So...this guy was up to something similar to what he himself was planning. Well, minus being pursued anyway. But given how casually the man approached, the ninja 'borg felt slight ease rushing upon him. Of course, he couldn't get too relaxed, otherwise he'd be wide open for any kind of surprises that he may be oblivious to at the moment. As such, he maintained his usual calm demeanor as he crossed his arms and listened as the apparent human spoke. Magnus had no way of scanning his body without Ignius around yet, but at the very least, this guy looked genuinely full human. But he wasn't going to get anywhere with just standing by like a statue.
He kept his helmet sustained, but deactivated his ninja mask. While he could still talk clearly even with it covering his mouth, he had to at least pay some respect while trying to converse in a non-battle fashion. "...Well, you won't find any useful clues here anymore. That bomber's most likely way gone by now." He started, giving a calm, yet serious tone. "I've dealt with bombers before. They depart very little evidence as possible and just focus on getting the hell outta there after it's all said and done. Thought I'd get a better view of a possible suspect fleeing the scene from above."
Looking down at the mess itself as it's being cleaned away and zoned, he was thinking on how this situation could have been handled better. "...If only the hunters and force members down there used their heads a little more instead of standing around searching for pointless evidence, then this wouldn't be--"
Before he could say anything else, his natural senses detected movement behind them just from the sound of the wind. After that, the sound of feet landing...having his ninja mask activate again out of natural instinct. He slightly rotated his sight from the person he was conversing with and observed the mystery man from the corner of his eyes as the one he was being followed by. Hearing him speak only one sentence, Magnus didn't have anything in mind to respond with for the moment. However, it didn't seem like this guy's attention wasn't completely on him anymore. Just in case he tried anything funny, he kept his mask on, but maintained his arms in the same folding position to avoid any kind of conflict. Some people flinch at the slightest movements when they think you'll try to attack them from how you may oddly position yourself.
All what was left to do now was see how this was all going to start off now that there's no more games. Friendly chat or friendly struggle.

Ipsen scoffed at Magnus's explanation. He knew the chance of finding clues was minimal and that he probably wouldn't run into the one responsible. The culprit had accomplished THREE bombings today and no one had any idea as to who it could be. There weren't even any viable suspects as far as he knew. "I'm well aware that they're both efficient and covert. This IS the third time today that they've made a successful bombing, isn't it? I don't think this is a run of the mill criminal that we're dealing with. The more eyes and ears that are open to catching them, the better off Abel City will be. When things start getting out of hand like this, even the authorities need to swallow their pride and bring in some help, don't you agree?"
The human saw that Magnus was looking away from him and turned his attention in that direction as well. Another sky viewer like myself? I suppose the rooftops are a bit crowded today. But then, he could solve that problem himself if he just turned around and walked away. The only question is, though, why is he here, too? Ipsen took a step back and turned himself partially to the side so that Magnus and Breaker were both in his field of view without having to turn his head.
"Another visitor so soon? I'm surprised I've attracted so much attention just doing a bit of scouting."
