The three seemed to have formed themselves into an odd triangle, each one of them keeping their eyes on the other two. A three way stalemate, lovely. Well, this in itself told him something. Magnus and this new arrival didn't trust each other, which meant that he was the only one on the roof that knew anything about any of the others.
At least, that was what it appeared. But they could also be working in concert, trying to keep him guessing, or one of them could flat out be playing everyone for a fool. A dangerous situation, to be sure.
Breaker turned his attention to Ipsen first. "Kind of an odd place to do scouting. One would think you were looking for something specific from up here." He said, purposely keeping the conversation as vague as possible. Non-affiliated 'roids always tended to get involved in crap like this, thinking themselves some sort of hero vigilante. Never mind worrying about how much trouble crap like that tended to cause.
He kept his eyes peeled, making sure to be aware that they were still in the middle of an investigation. It wouldn't do to miss a clue because he was involved with these two.

With the attention of this newest arrival now clearly on himself, Ipsen turned his head to finally give proper acknowledgment to the man and shook his head in response to that remark he made. "I highly disagree with you there. Primary scouting positions are those with the finest views that also offer the most cover from your potential target while also offering a prime escape route should things get out of hand. Don't you agree?" The human's last question was directed at Magnus, if not simply for the sake of keeping him somewhat involved in the conversation and to prevent him from plotting or trying anything.
"As for what I'm looking for, well if you've heard any of my short conversation with this fellow it should be obvious what I'm looking for. Hopefully no one else will miraculously join us up here so that I should have to repeat myself, but you may call me Ipsen." The man knew he probably already gave them more information about him than they deserved. His alias was something he'd only begun using since he got his armor, so it wouldn't be easy to track on its own, but the right people in the city knew who he was. Abel City was his home, after all.
"As it stands right now, however, my scouting has been fruitless. It appears that I've turned up just as empty handed as the authorities in trying to spot and chase down this threat."

At least one thing was clear: his suspicions towards the both of them were mostly cleared. Mostly. While he still tuned into their conversation, he shifted his gaze elsewhere. It would be pointless to look for a fleeing person now. So much time passed with little notice, so the perpetrator most likely found a hiding spot or high-tailed it out of here by now. Was this really the end of the search? Clues are useless at this point...and without a lead on knowing why this is even happening. But one thing was bugging him that may have actually be the answer as to why the bombings are taking place. However, at the corner of his right eye, he noticed some movement below them and gazed downward just a tad. He only caught glimpse of someone turning the corner so briskly that he didn't remember a single aspect of them. Not that he was going to get much of their features anyway, given how high up he was. As such, he carried on with trying to piece things together and ignored it for now.
...But his thought process was interrupted when the sudden question was aimed towards him. He didn't turn to face him, but he smiled behind his mask. "Hmph...actually have to agree with that." he still spoke with a composed, yet satisfied tone. "You won't get anywhere trying to gaze over the buildings that tower into the skies." However, his tone then turned quite earnest as he focused on what he was going to say, locking his sights on the both of them from the corner of his eyes. "...And with a bomber on the loose who's smart enough to not leave useful clues behind, you have to gain a step ahead to catch them. Can't do that on the streets...right?"
That last bit was mostly aimed at the newcomer, but generally as both a question to him and the conclusion of his response to the apparent vigilante. He awaited a response from either, but depending on what is said will be the final piece required of trying to relieve the two from his suspicions for good.

Something about the two of these guys was grating on Kell's nerves. The former Hunter, acting like he knew so much about what was going on, and this Ipsen character, who claimed to be totally clueless as to anything. Like he should just take his word on anything he had to say?
"I have no doubt that you are looking for the bomber, but that becomes the problem." He said, turning his attention to Ipsen. Magnus seemed content to belittle the Maverick Hunter's abilities, but he could deal with self-important mercs later. This one before him was more the problem. He could be a concerned citizen (who just happened to have a suit of armor, yeah right) or he could be scouting for the bomber, trying to delay any pursuit...
Damn it! He'd fallen for the trap anyway! What a rookie mistake! He scowled, glaring over at Ipsen. "Not a bad ploy at all. Disarm yourself, you are coming with me." He ordered. He hadn't called for his armor, or flashed any kind of a badge, but he wanted to see how this 'Ipsen' character would react to something like this.
Perhaps it would serve to remove all doubt.

The tone that this third man took when addressing him didn't feel quite right to Ipsen. It was almost as if he thought that Ipsen was accomplice to this whole plot. Ipsen raised an eyebrow at the man's accusation under his helmet and smiled, "Ploy? I'm not sure I'm following you. I was under the impression we were all in agreement that this was a good place to look for the culprit and we all turned up a bit late."
Maybe not the smartest thing to say considering what this man had just tried to pin on him, but he was just speaking his mind. "Disarm? I think you're mistaken. I don't see a badge, and even if I did, I'm not carrying any weapons. As for my armor, you can jump off this roof head first if you think for a second that I'll be removing it. I intend to keep my home life and my rough and tumble life separate, if you know what I mean." Again, he probably said more than he should have, but this was an issue he wouldn't budge on. Even if this guy was with the investigation, he could ask his questions and use voice monitoring software to ascertain the truth from the other side of Ipsen's well built armored suit. He had just started using his alias and this suit in public. He wouldn't be tossing them aside so swiftly.

And then it happened. Great.
At this point, Magnus was already set on lifting his suspicions and hopefully this would have led him to ease off on the defensive and rather serious responses he's been presenting. Though apparently the other guy sure didn't possess the same intentions...and he was even talking like he had some kind of authority. It was obviously that he was a hunter...as the police force was comprised strictly of Reploids and this guy was no 'roid. While he never took out his mistrust in the organization on the hunters themselves, this guy was a prime example of what he didn't like about the hunter's so-called 'justice'. While this was Ipsen's own thing, the ninja 'borg felt as though he had to speak up. He honestly didn't give much of a care that the speculated hunter was paying no attention to him specifically after landing on the roof, but in the situation the hunters and police force are in with this bomber, it was time cease foolishness.
He maintained his standing position, but directly turned to the guy seemingly trying to arrest as he frowned."...Do you really have to do that now? Disarming this man's a waste of search time." Of course, the best thing would have been to just shut up...but his natural habits of wanting to do the right thing prevented him keeping up the silent act. "While his actions...as well as my own are suspicious, all three of us are most likely in a cycle of mistrust here. I don't know you...you don't know me. That's just how it is. You're free to do whatever you want...but if you continue to push to disarm him, then you arrest me first. You can even try to shoot me in the face right now to shut me up and get on with your job. But when I think about the potential lives in danger by a complete unknown bomber while we're just sitting in one place wasting time, we've got to get our priorities straight."
He was well aware that he was defending a complete stranger, but his heart was telling him that he could place trust in both of them...IF they cooperated. While he obviously displayed some irritation in his tone, he still had nothing personal against this guy. He just wanted to find this damn bomber and get it over with in time for dinner....not really on the dinner part, but this was a time for quick and decisive actions. The mistrust thing going on here has well overrun it's course.
So now, he let his arms hang as he was in a defensive position, though not a combat one. He was just presenting a state of caution at whatever the apparent hunter's reaction, which he sadly expected to be an unpleasant one. But if he had to bash some skulls in to get this thing moving, then so be it. "...Your call, Hunter. Do it the hard way, or we can move on and actually think this mess out together."

Kell spared Magnus only a half glance as he kept his attention on Ipsen. "Correction. You don't know who I am, I know exactly who you are. And that is the reason I'm not arresting you as well."
He turned back to Ipsen, who was being difficult (as he'd expected). They had this issue now and again, and while it was very possible that he wasn't involved, the fact remained that he was an unknown variable in the area, one who could very easily be working with the bomber to try and mislead pursuers. "And while your rights to arm yourself for your own protection are protected by global law, Article 581-0138-J states that vigilantism is still illegal. Only those employed by law enforcement agencies, as a member or as a temporary hire..." He glanced to Magnus for a moment. "...are authorized to pursue criminal activities or interfere with an investigation. Your presence here cannot be verified as benign, so you are coming with me." He punctuated this with a quick thought, as his boots pushed him a few inches off the ground. Simply creating enough clearance with the ground to let his armor teleport in. Before it did, he spoke again to Magnus.
"While you are not a suspect, your right to interfere in these jobs without our authorization vanished when you handed in your badge. Now stand aside." And then he made the mental call, as his armor was beamed in from Hunter HQ. The beam of light shot down, seeming to form the solid material over the rather unassuming form. Now the Hunter, with the crest clearly emblazoned on his chest, stood almost a full seven feet tall, looking down at Ipsen.
"I will not ask again. Stand down and be taken into custody." He repeated, not moving an inch as the glowing eyes narrowed down on him.

Ipsen stood by and listened to both of the two men that had ventured up onto the rooftops long after he had. He was quite surprised that the first arrival was defending him, but when he finally explained his reasoning for such Ipsen understood fully why he had done so. It wasn't because he liked Ipsen or even trusted him. It was the plain and simple fact that the longer they talked aimlessly like this the further the real criminal got away. The supposed Maverick Hunter donned his armor rather swiftly, but he did not take immediate action. Was he trying to avoid a conflict like this?
"Okay, okay, take it easy. I'll agree to come with you, no resistance at all, so long as you can ensure two simple things for me. Only those directly involved in this investigation can know my identity, and if having a badge is what it takes, then I expect to be put through whatever tests required to obtain that bothersome article so that I can continue to pursue this case. Abel City is my home, and more importantly it's something my mother fought and lost pieces of herself to protect. Vigilantism or not, I have an obligation that goes beyond simple duties to continue upholding what she worked so hard for. You do understand that, correct?"
Naturally his request was a steep one. While this hunter might have been able to secure the first part of the request with a little bit of pleading, getting Ipsen into the authorities after a fudge up like this would be difficult. If given the opportunity, though, he could prove himself. It was likely that he had more combat training than the average member of the Police force or the average Maverick Hunter. "Now the decision is in your court. I won't resist at all if you can ensure the safety of my identity. For my casual return I would request your help in getting my authorization to continue pursuit of this ordeal."

However, it was careless of the shinobi to forget that hunters can scan others and bring up any hunter files they may have. He forgot that his own profile and records did remain on file after resigning. Though this guy could be any rank, since Magnus himself was only a Class C. Clever move. But in a way, it amused him that this guy instantly assumed the merc wasn't hired or anything. He hadn't introduced his motives other than just wanting to catch the bomber.
"Hmph. That's a pretty bold statement. Who's to say I'm not hired for this job?" Magnus continued, crossing his arms again. "You may know who I am, but you don't know a damn thing about me, Hunter."
...And then the armor beamed in. Okay. He had to admit, that was quite the surprise. But he was far from frightened by the brusque appearance. Resting his hand on the hilt of his trusted Phoenix Edge, he frowned again out of mere irritation. "...Goes to show you weren't listening to me when I said you had to arrest me first to take him in. Fine...I don't mind spending a day or two locked up." and then the blade was drawn and held beside him as he stood in battle stance. However, when Ipsen intervened and didn't resist, his response astonished the ninja a bit. He could never put a finger on this guy's full motives for wanting to catch the bomber, but it was obvious after that last bit on his parent. It caused him to think back on the orphanage for some reason...though his time there wasn't exactly pleasant memories. However, the vigilante's strong desire to take crime into his own hands is exactly what he liked to see in others outside the hunter organization.
He couldn't help but giggle. Only for a second though. But it seemed like it was his time to stand down and just allow this little feud to end; the ninja helmet and mask disabling, compacting themselves back into his neck area. As he followed up with the sheathing of his sword, he gazed upwards to the armored hunter and maintained a straight face this time, having his tone calmed down again. "...I'm aware that actions of vigilantism is illegal. But I side with Ipsen's feelings. With his blade now enclosed in it's sheath, he returned to his usual standing position. "Understand that Abel City's safety isn't entirely up to the hunters anymore. It's because of that exact stubbornness that the beginning of the Bio-roid wars turned hectic. We all fought that battle together for the outcome of our future and this situation isn't all that different. Regardless of what you say, I'm finding that bomber...then you can take all the glory for the capture--"
He was unfortunately cut short due to an explosion that went off countless miles away from their current position. Damn! The bomber struck again! But how in the bloody hell did he get THAT far with such short time? He couldn't have used IT technology if he was on the run...unless he had some amazing agility. However, this is exactly what he was talking about earlier. Standing around got another building wasted. As such, he hit a sprint pass Ipsen and halted at the edge of the building, ready to rocket himself to the next. But before that, he arched his head to where it was sideways so he could still see both of them.
"I'm ready to take responsibility for acting out on hunter and police force affairs myself, but as Ipsen said...Abel City is home. Not going to stand by and let someone blow it to pieces." And with that, he leaped to the next building, but hung on the edge and slid down the wall. After halting his momentum, he leaped downwards to the next wall of the adjacent building and repeated the process until he hit solid ground. Before proceeding forth, he thought about his remark on Abel being home. He wasn't a native resident of this city, but it took him in with open arms after his own home was decimated by Bio-roids. Visions of that female Bio-roid haunted his thinking process after going that far, so he relieved himself of those thoughts and hit another quick sprint in the streets, tripling his speed to it's max to head over to the new crime scene...which even from the ground level, the thick smoke from the distance made it easy to follow.

Kell was glad that the human had decided not to resist, but found his ideology silly, and his demands insane. Did he really think that this was a world of mysterious super heroes and vigilantes? And Magnus, what was his problem? Being an arrogant, self serving prick was pretty much par for the course with mercs, but something about being accused of just being in it for the glory really rubbed Kell the wrong way.
And before Kell could get a word in, off he ran after the next explosion as his earpiece went berserk. Kell just gritted his teeth as the orders came in. His group was teleporting over, but he was to stay back and approach on foot. They would be expecting the Hunters to teleport in, so a ground troop might be able to see something that they would miss. He growled as he spared a quick comment to Ipsen.
"If you want to help so much, enlist with the Hunters or the Police. We don't need any one man army crap mucking up the situation!" He shot at him before jumping off the roof. He didn't have any real thrusters, so he crashed into the ground. His frame could take it easily, but it left a very noticeable crack in the ground.
Where as Magnus moved quickly, Breaker's strides were long. The Mercenary still easily outran him, but he was moving faster then his large size would suggest. The wonders of Hunter technology.
Everything else considered, a thought pushed it's way into Breaker's mind as he moved out. He's just toying with us. What is he trying to do? Send a message?

He grimaced when the explosion disrupted their friendly conversation, but nodded to the Hunter that seemed to disagree with his motive and ideas. "If that's the case then I'll stick with you while we investigate this next explosion together, yes? And when we're done you can recommend me for the Hunters or Police force, whichever you prefer. As for that supposed 'one man army' nonsense, don't be naive. I'm hardly that foolish. I've only gone to address issues where I knew there would be survivors and local authorities present. I never entertained the thought of saving the city all by myself. That would be reckless and idiotic."
He gave a hearty chuckle from behind his helmet and turned towards the blast, taking off at top speed to follow Breaker. As he jumped off the rooftop and landed on the pavement below, he tucked and rolled before springing back up to his feet and continuing on alongside the Hunter. "You move quickly despite all that armor. It's impressive," he commented idly as they approached the situation. Most of his focus was on his environment. He didn't want to miss any details that might alert him to the bombers.

"About halfway there..."
The speedster was ducking and dodging obstacles, as well as people as he blazed through the streets. Whoa! Almost hit an air car there... "Sorry!" that was all he could shout out at to the driver, who obviously had thrown a fit when the merc almost ran dead into the back of his ride. The evading of the car threw off his momentum a bit, so he stomped his foot onto the street and severely decreased his velocity before speeding back up to hit the block, now heading to a straight path to the next bombed site. With citizens and vehicles evacuating, it was a huge relief to not ram into anyone...or any THING on the way there. He'd have to find another building to leap upon before arriving, as the hunters and police were probably making their way there now and he wouldn't be able to get close. If he could work from above, he could use his previous strategy and try to find a fleeing suspect from the scene. Hopefully this time, he could catch them without any kind of side trips.
But then he caught sight of a lone figure in the middle of the road. What the hell were they doing just standing there? As he closed in on the person, they seemed to have their sights on him directly. Their positioning and stance...it was suspicious. Then it became clear...this person was attempting to bar his path. Though a strange chill ran down his spine...he didn't know what it was, but it felt oddly familiar as he slid in the street and halted several feet in front of the person, who was concealed in brown cloth all over. He could at least spot that whoever this was, they were Reploid. At least...he hoped. Bio-roids could easily hide within society simply because their overall exterior mimicked reploids perfectly. But there hadn't been any sightings of them since the war met it's momentary end, so perhaps he could lean on that fact for now and assume the person ahead has something to do with crime scene...but they couldn't be the bomber. Was this person just stalling for time time? So many questions ran through his mind...and so many possibilities presented themselves that his head was flooded with questions and hypothesized answers. This person could have been watching him and the other two he was with, thinking they all were authorities. Who knows? All the ninja 'borg knew was that this person wasn't saying a thing and had no intentions on moving.
It was then that the supposed unknown reploid brandished a saber-type weapon from underneath their robes.
"Ah! That saber...!" It appeared strangely familiar...or it could be just the fact that most beam sabers were designed the same. But he had a chill feeling about it. Like it was a weapon that was shown to him before. Either with an old ally when he was a hunter...or against him. However, the stress of the entire situation left no room for questions. This person was looking for a fight and it may be possible he could get some answers from them. He didn't know if Ipsen or the hunter took a different route than he did, but if they didn't...then it would be much easier to defeat this person and not worry about the crime scene, as the two could go on ahead while he handled this. That's assuming they are the only ones here, of course. He had heightened senses due to being trained like a shinobi...and he could hear some faint movement around him. Quite possibly others were lurking in the shadows, but he lacked proof without some kind of navigational assistance. He didn't say a thing in response to the person's obvious challenge, but he would gladly accept it by unsheathing the Phoenix Edge slowly and staring them down as he released the blade from it's modern-styled scabbard and held it beside him in his fighting stance; his ninja helmet and mask activating.
It was now awkward silence as they prepared to have a showdown. While this could count as a waste of time, as his eyes shifted to the rising smoke from the scene from the distance only for a second, this person displayed aggressive behavior so far and it's situations like this that gives you a lead on connections.

The human decided to stay with him, which was going to be an annoyance, but Breaker would live with it for now. At least he'd be away from trouble, and he didn't seem like he was going to take no for an answer. He should get him into the Hunters, people like that would just get killed if they didn't get any structure and support.
Still, even being faster then your average Reploid, he'd already lost sight of Magnus. He knew where he was going, but it wasn't a straight line. He had no way of knowing where he was in relation to the merc when his energy proximity sensors shot a warning to him. Instinctively, he raised his right arm and curled it to protect the weaker parts of his frame. The searing plasma stuck the reinforced armor, and practically tinged off, leaving a small residual plasma flame that was quickly snuffed out. Breaker looked up, down the alley that the shot had came from, and saw three 'roids down there, all with blasters of unknown quality. Maybe he was lucky and that was the best they could do, or maybe they were charging models and that was a warning. He'd assume the latter, because that was the Hunter way. Treat every threat as if it were serious, never be caught unprepared.
He was thankful that Ipsen had been on his left, and as such the shot had no chance of hitting him. "Get into cover." He ordered gruffly, glaring down the three 'roids. They were behaving oddly, their movements were sluggish, as if they were preoccupied by some other function. Never-the-less, Breaker sent out the Combat Code to his group, letting them know quickly that he had encountered and was engaged with hostiles, before he lowered his shoulder and charged at one of them. The action was quick, like a truck, and the 'roid recoiled from the slam, crashing into and through the wall of a building. Alive or dead after the hit, he wasn't moving was all Breaker could tell. Before he could continue, a hail of plasma came from the other two. While the shots weren't doing too much damage to the suit, they were providing enough concussive force to keep him from pressing forward effectively. He'd need to find some place to get some cover to try and move closer to them...

Though he didn't like to admit it, it was a known fact that Reploids and Cyborgs were stronger than Humans. Their advanced mechanical parts were more well integrated and fluid in use than the powered suits of armor that Humans wore to compensate, though not by a large amount. But there were techniques for further compensating that weakness, training methods to make the armor more like a second skin for those who wore it. Breaker would soon discover that Ipsen had undergone such training and that he wasn't just some idiot in an expensive military grade suit.
When the Maverick Hunter took off sprinting towards the opposition and told him to get into cover he followed those orders. He already had the advantage of being less noticeable when beside the larger fellow, and he was on the side of him opposite their attackers which kept him further from being a point of interest. When the reploid rushed the three foes and tackled one into a wall Ipsen made a bold move.
He sprinted along with Breaker, using him as mobile cover until the bulking reploid smashed one of their enemies into a wall. It was just as they would have passed the other two enemies that he leaped out from behind Breaker at the closest of the two remaining 'roids and aimed a forward lance kick with all his strength and weight behind it toward the chest of his target. He didn't have the strength that Breaker did, so this would probably just knock down the Reploid if it hit, but if that did happen and he didn't bounce off like an idiot then he'd follow through and plant his other foot firmly on the arm that was holding the plasma blasters.

(You knew it was coming.)---- Since this roid wasn't going to make the first move, the mercenary decided to take the initiative and strike first to relieve them from the awkward silence. The approach was quite straight forward just to get the battle started, so it was no surprise that his first swing was blocked with ease. He halted his position and his blade on his opponent's, trying to overpower them to score an opening. It wasn't easy though, as the person seemed determined to not have their weapon slide off or end up disarmed. Whoever this was, they definitely possessed a VERY strong grip to not even flinch. Not wanting to lose in the clash, they ninja 'borg gripped the hilt of his blade with both hands, applying more force. It was apparently working, as the roid's sword arm was fidgeting a little, causing them to do the same with their weapon to keep it in hand. Though at this point, it seemed quite useless to continue on. The only way for one of them to slip up is to tire themselves out...and Magnus didn't have time for that. Though a coincidence that the person was thinking the same thing, applying more straightforward force to parry and send the mercenary sliding backwards on the heels of his feet. In a way, Magnus was glad he was pushed away, as he quickly tossed three shurikens from his pack towards the opponent the moment he was pushed away and had a bit of distance covered. They hurled towards the roid viciously, but to the merc's slight shock, the mysterious figure blurred into motion to the right with excellent reactionary response to the attack that was intended for a surprise. It was like this person knew he was going to throw the projectiles, as that dodge was just straight up flawless. He stood there in position while the roid did the same. He still couldn't obtain a glance at their identity since the person had their head down during their weapon lock moment, plus they had a hood over their head. Was wearing those things some kind of weird fashion these days or something? Gah! It didn't matter anyway. If he can take them down and claim victory, then he'll just expose their identity afterward. No need to rush it after all. Dashing forth towards each other nearly as fast as a flash of lightning, they proceeded to more quick paced fighting. Though what surprised him is how this roid was keeping up with his attacking speed perfectly on par and on sync, blocking and parrying his blows flawlessly just like he was doing to theirs. At this rate, they'd just cancel each other out...once again leading to the one that wears out first that would end being hit. Guess it was time to switch things up a bit! A kunai slipped from underneath his left sleeve as he reverse gripped it, now swinging it as a makeshift dagger accompanied with his sword strikes. A sideways swung from the kunai seemed to be an unpredictable move to the opponent, as they didn't react fast enough to prevent the point of the knife scrape their forearm while they attempted to back step away. Taking advantage of this, Magnus confronted the person within close quarters once more with an upwards vertical strike of the sword, though the attack was deflected with relative ease and he received a deck to the chest to push him away. When he tossed the kunai at them, it was deflected as well by the beam saber. That was quite the accurate strike... He had to distance himself again, back flipping twice while gaining a preferable distance between the two. The more and more they fought, the more he noticed something familiar about the way this person's style worked. They're speed was on par with his own...and this person has definitely seen him fight before to react to his moves quite efficiently and with perfection. What was going to be his next move? While rushing forth would move this along this quickly, it would be too reckless since the opponent has an edge. He had to assess the situation accordingly and do a little strategizing to get that opening he wants. He may have to rely more on his throwing stars or the windmill for this one...
