I've made the leveling system as simple as possible, and with the help of the forum's own member ranking system! That way, your level will increase as you meet the required post count, however, you'll have to contact a staff member to manually change the number of stars. But this could probably become confusing if you don't read the whole topic all the way through, so it's advised to take all this in at once.
The term "Level Up" is used for non-Maverick Hunter characters, since they aren't part of the organization and lack ranks. But having a level shows how good they are compared to a ranked hunter of that current rank. In simplified terms, its a skill indicator for your character. As you know, characters in the RP already start off decently powerful if you desire it, but as they gain more battle experience, they become much more refined in their areas of expertise. So let's get to how to level up.
Every character starts off with one black star rank above their forum avatar once accepted. At every 100 RP posts you make, you gain an additional star. That star is your next level. It's pretty simple. Say you have 300 RP posts, then you'll be a four star player, since you already have a star from the beginning. The highest attainable tier is being a Nine Star player, which is gained at 800 posts. It's when your character reaches their maximum potential and mastered all of their abilities. But now I bet you're wondering why we need these star levels other than just a skill indicator, right? Well, I have the answer for that too.
Most fighters need upgrades to improve themselves. Whether this upgrade is an ability boost/learning a new technique or an unlockable feature they were already built with. You can have any kind of major upgrade from 2-5 Star Levels when you obtain that star (however, your first major upgrade for obtaining 2 stars is the unlocking of your Hyper Mode). Being a Five Star player means your character has reached their 'natural' limitations and considered a professional from that point on. As such, 6-8 Star Levels, you only gain minor upgrade chances like slight power (or other parameters) increases or something like that. Maybe your character can lift slightly heavier objects or move around a little faster if they're naturally slow. Those are minor upgrades. Use your imagination! But when your character reaches nine stars, they are Mr./Ms. Big Shot now! You gain their final major upgrade and they are well-experienced enough to be on par with X/Zero/Axl!
Also, upgrades just can't pop out of nowhere once you get that next star. Just RP how the character got them. You could even time it right while you are currently in a thread if it gains some peace time from fighting (if any is even going on) and you just happen to gain a star while still playing. It could even be a moment of a hidden/locked ability unleashing itself in battle (Most likely all Hyper Modes might get activated like that though hah hah!).
10/31/13 EDIT: If you go edit your profile by navigating to the forum banner image and go to "Profile -> Edit Profile -> Personal", you'll see four stat parameters, "Power, Speed, Accuracy, and Armor". These are many representations of what your character's strong and weak areas are. They don't affect actual RPing, but they are just there as a literal representation in numbers on a scale from 1 to 10. These do NOT change, ever once you set them. Changing them is only acceptable when you first create your character if you may have mistakenly placed numbers you didn't want. But after that, they remain as is. They do not increase with your level either. Think of it as how fighting games gauge the playable character's stats to determine what they're good and what their bad at. But the single rule for this is that you only have 28 points to distribute to each parameter. However, in some cases, 28 points can be a little too much for some characters. So if you don't want to allocate all the points because it would make your character's parameters unbalanced (in your eyes), then feel free to just leave the extra points alone. For an example: If you character's Power and Speed lacking, but have high Accuracy and Armor, then the latter would likely be high or to the max (10), while the other two may be crazy low...but when you realize you still have about 8-10 points left, you could just use about half of those to make the stats look correct...and if you want a character with no known specialty, then in general, you don't have to use all the points.
This isn't mandatory though. Only if you want to give us more of a better idea on how your character performs. I will note that while Power, Speed and Armor are self-explanatory, Accuracy doesn't just mean how perfect your character can shoot or throw something. It also describes how precise or accurate they are in general.

MAVERICK HUNTERS ONLY. Use these stars as a way to promote your character's hunter rank. D and C Class hunters both promote to B Class at three stars (D Class promotes to C at two stars), B Class goes to A at four stars and S rank is obtained at 5+ stars. Also, just because you can become an S rank way before nine stars does not mean you are as strong as the main cast hunters just yet. Think of your character as recently trusted into the rank and requires massive work to meet up on the same level as X, Zero, and Axl. Lastly, do these promotions on your own in a solo promotion thread after you see that you have a new star (or do it at the end of the current thread you're in if your character is near their HQ). Doesn't have to be immediately after gaining the new star, but it's advised to do it ASAP. Before you know it, you'll end up already half way to the next rank without even promoting the first time! And because of that, your promotion will be delayed. But since you have access to a full nine row stars, you can also custom promote yourself (like delaying promotions when they are available) if you feel uncomfortable with yourself in keeping an eye on your stars. Maybe you feel as though you should achieve S Class RIGHT at nine stars. All up to you. Just make it realistic.
Also, people who aren't hunters can join the organization at any time at will during RPing. The Maverick Hunters rank their soldiers depending on their combat prowess. If you join the hunters at a certain amount of level stars, you can be a rank equivalent to your skill level. For an example: If your character decides to join the hunters while having three stars, they can be ranked to Class B immediately.
